YANGON, MYANMAR — Stephen Zawmoe Shwe and his wife, Amelie Chai, were working as architects and interior designers in New York in 2002 when a friend from Mr. Shwe’s hometown of Yangon asked him a question.

Did Mr. Shwe, who had emigrated from Myanmar in 1988 to study architecture at the University of California, Berkeley, and later at Columbia University, want to return to his native country to design a beachside resort?
